Registration of cosmetic products
Regulation No. 1223 of the European Parliament has unified the method of registering cosmetics in European Union countries. From January 11, 2012, persons responsible for cosmetics have the opportunity to supplement the information referred to in Art. 13 of Regulation 1223/2009 to the online Cosmetic Product Notification Portal (CPNP). The CPNP portal is an electronic system for transmitting information about cosmetics that are placed on the market or distributed on the European Union market. The use of the CPNP portal is mandatory from July 11, 2013.

So far, cosmetic products in Poland were reported to KSIoK – the National Information System on Cosmetics. In this system, the responsible person reported the product before it was placed on the market only in Poland. The manufacturer provided KSIoK with basic data about the cosmetic and information about the identity of the economic entity responsible for introducing the cosmetic to the domestic market. The creation of the online CPNP system was intended to facilitate access to information on cosmetic products by competent authorities for the purposes of surveillance and market research, evaluation and information of consumers, and epidemiological centers or similar bodies established by Member States.
