Regulation (EC) No. 1223/2009 of the European Parliament has resulted in a unification of the registration of cosmetics in the countries of the European Union. From 11 January 2012, persons responsible for cosmetics have the possibility to complete the information referred to in Article 13 of Regulation (EC) No. 1223/2009 to the online Cosmetic Products Notification Portal (CPNP). The CPNP portal is an electronic system for transmitting information about a cosmetic product that is placed on the market or distributed on the market in the European Union. The use of the CPNP portal is mandatory since 11 July 2013.

Registration of cosmetics in the CPNP database

Until now, cosmetic products in Poland were reported to National Cosmetics Reporting System (in Polish- KSIoK). In this system the responsible person reported the product before placing it on the market only in Poland. The manufacturer transmitted to KSIoK the basic data on the cosmetic and information on the identity of the economic operator responsible for placing the cosmetic on the national market.  The aim of the CPNP web-based system was to facilitate access to information on cosmetic products by the competent authorities for market surveillance and testing, consumer assessment and information, and epidemiological or similar centres, established by the Member States.
